What's behind Mexico's silence on immigration debate?

Mexico has a lot at stake, but its government says it does?not want to interfere in the domestic decisions of the US.

Since a bipartisan group of US senators unveiled their proposal this week to resolve the status of millions of undocumented workers in the United States, and President Obama outlined a set of principles for reform, the Mexican government has stayed quietly out of the fray ??sparking questions here about what, if any, role?Mexico?should play.

Mexico has more at stake than many other nations whose people leave for US shores: Fully 10 percent of the Mexican population resides in the US. Sixty percent of the 11.1 million unauthorized immigrants living and working in the US are Mexican, according to Pew Hispanic Center.

?The current Mexican government of Enrique Pe?a Nieto has been very careful to say that they are not going to interfere in the domestic decisions of the US,? says Jesus Velasco, a political science professor at Tarleton State University in Texas. ?It?s silly. The American political system permits that the interests of foreign countries should be represented here.?

Mr. Velasco cited the effective lobbying by the Mexican government on NAFTA in the 1990s. But immigration has been a stickier issue.

Immigration was once the central theme of the bilateral relationship. A decade ago, former Mexican President Vicente Fox met with President George W. Bush five times in nine months to discuss the issue and in an address to Congress boldly requested action before the end of the year. That was in 2001, just days before the Sept. 11 attacks. The agenda quickly fell apart.

Former President Felipe Calder?n wiped immigration off the slate in 2006 and retrained the focus of the US-Mexico relationship on security. Today, six years later, Mr. Pe?a Nieto appears poised to do the same.

So far the only public comment on the proposals has come from the Mexican ministry of foreign affairs, which said in a brief statement that it ?recognizes the commitment demonstrated by an ever larger number of parties? on the issue but noted that reform is an ?internal matter? for the US federal government.

Work to do at home

Mexico?s real work today ??given that net emigration from Mexico to the US fell to zero in the past year ??lies not in promoting reform in the US but in ensuring economic opportunity for people here, says Antonio de la Cuesta, a senior political analyst with Mexico City-based think tank CIDAC.

?The focus has been wrong,? he says. ?Mexico waits for the US to do everything. It?s about both countries [taking action].?

Roughly half of Mexicans live below the poverty line, according to the United Nations. Last year, Mexico?s social development agency reported the number of Mexicans living in extreme poverty at 13 million.

Mexican immigration to the US may have slowed because of the recession in the US and increased enforcement at the border, but the conditions that have historically driven people north haven?t yet changed. For many Mexicans, a daily wage here amounts to less than the hourly wage in the US.

There are consequences for Mexico, too, in whatever the US decides, says Mr. De la Cuesta. For example, he asks, would Mexicans living in the US bring additional family members north, and stop sending the remittances that rank among the country?s top three income sources?

Mexico needs a ?complementary? proposal, he says: solutions for poverty.

?Mexico has a lot to say in this respect,? he says, ?and no reason to interfere.?

UFC 156 is the UFC's annual Super Bowl weekend card, and as usual, it's a big one. A former champion will drop down to try to win a belt in a new weight class, a Strikeforce champion will try to win a shot at the UFC heavyweight belt, and these questions will be answered.

Did Alistair Overeem look past Antonio Silva? At the pre-fight press conference, Overeem called the bout with Silva a warm-up fight.

"Obviously I've not fought for 13 months, so it's going to be a good test for me," Overeem said. "I should not overlook 'Bigfoot' Silva, but if I look at my training and what I do to my sparring partners, I should not make 'Bigfoot' Silva more than he is. He should not be a problem, but that's why it's a warm-up fight."

That's dangerous ground to tread, as looking past the man who is about to punch you makes it lightly you'll get knocked out. Overeem should beat Silva, but the one way he can lose is to not take Silva seriously.

Agriculture Secretary Vilsack Announces Expansion of Refinancing ...

Residents in 15 Additional States and the Commonwealth of Puerto Rico Join Pilot Program

WASHINGTON, DC ? January 31, 2013 ? (RealEstateRama) ? Agriculture Secretary Tom Vilsack today announced that USDA is adding 15 more states and the Commonwealth of Puerto Rico to a pilot program that enables current USDA home loan borrowers to save money on housing costs by refinancing their mortgages with lower interest rates. USDA Housing Administrator Tammye Trevi?o made the announcement on behalf of Secretary Vilsack.

?USDA?s expansion of this program will help more rural borrowers refinance their mortgages to reduce their monthly payments and ease their financial burdens,? Vilsack said. ?As our economy continues to recover, this program will enable rural families living in USDA-financed homes to take advantage of historically low interest rates.?

USDA unveiled the initiative almost one year ago. It initially included borrowers in 19 states hardest hit by the downturn in the housing market. To date, 3,394 rural borrowers have benefited from the USDA refinancing pilot program. These loans total nearly $453 million.

The pilot expands upon USDA?s ongoing effort to assist rural homeowners holding loans made or guaranteed by USDA Rural Development. In 2010, USDA established an aggressive modification policy for Guaranteed Loans that helps homeowners who are delinquent on their mortgages. These homeowners can lower their monthly payments through a loan modification that re-amortizes their payments over a term of up to 40 years, lowers their interest rate, or both. USDA also has a ?Mortgage Recovery Advance? program in which the Department provides guaranteed lenders up to 12 months of mortgage payments on behalf of borrowers who have fallen behind on their payments due to job loss or other hardships.

Participants in the pilot refinancing program are required to meet income eligibility requirements, and must have made their mortgage payments on time for 12 consecutive months. Borrowers participating in USDA?s Single Family Housing Direct and Guaranteed loan programs are eligible to participate. Borrowers do not have to obtain new credit reports, property inspections or home appraisals. Refinanced loans must be at least one percent below the original interest rate. Terms cannot exceed 30 years. No cash out is permitted to the borrower.

With today?s announcement, the pilot is being expanded to include residents in the following states: Alaska, Arkansas, Colorado, Idaho, Kansas, Missouri, Montana, North Dakota, Oklahoma, South Dakota, Texas, Utah, Washington, West Virginia, Wisconsin, and the Commonwealth of Puerto Rico. These states are being added because they have been identified as having a very high proportion of persistent poor counties, that is, those with a poverty rate of at least 20 percent in each of the last four U.S. Censuses. The Commonwealth of Puerto Rico has been included due to a poverty rate of at least 45 percent in recent years, according to a U.S. Census Bureau report.

The original states in the two-year pilot program are: Alabama, Arizona, California, Florida, Georgia, Illinois, Indiana, Kentucky, Michigan, Mississippi, Nevada, New Jersey, New Mexico, North Carolina, Ohio, Oregon, Rhode Island, South Carolina and Tennessee. The performance of the pilot will be reviewed after two years to evaluate whether to continue, terminate or make the refinance program permanent.

Healthier schools: Goodbye candy and greasy snacks

(AP) ? Goodbye candy bars and sugary cookies. Hello baked chips and diet sodas.

The government for the first time is proposing broad new standards to make sure all foods sold in schools are more healthful, a change that would ban the sale of almost all candy, high-calorie sports drinks and greasy foods on campus.

Under new rules the Department of Agriculture proposed Friday, school vending machines would start selling water, lower-calorie sports drinks, diet sodas and baked chips instead. Lunchrooms that now sell fatty "a la carte" items like mozzarella sticks and nachos would have to switch to healthier pizzas, low-fat hamburgers, fruit cups and yogurt.

The rules, required under a child nutrition law passed by Congress in 2010, are part of the government's effort to combat childhood obesity. While many schools already have made improvements in their lunch menus and vending machine choices, others still are selling high-fat, high-calorie foods.

Under the proposal, the Agriculture Department would set fat, calorie, sugar and sodium limits on almost all foods sold in schools. Current standards already regulate the nutritional content of school breakfasts and lunches that are subsidized by the federal government, but most lunch rooms also have "a la carte" lines that sell other foods. And food sold through vending machines and in other ways outside the lunchroom has not been federally regulated.

"Parents and teachers work hard to instill healthy eating habits in our kids, and these efforts should be supported when kids walk through the schoolhouse door," said Agriculture Secretary Tom Vilsack.

Most snacks sold in school would have to have less than 200 calories. Elementary and middle schools could sell only water, low-fat milk or 100 percent fruit or vegetable juice. High schools could sell some sports drinks, diet sodas and iced teas, but the calories would be limited. Drinks would be limited to 12-ounce portions in middle schools, and 8-ounce portions in elementary schools.

The standards will cover vending machines, the "a la carte" lunch lines, snack bars and any other foods regularly sold around school. They would not apply to in-school fundraisers or bake sales, though states have the power to regulate them. The new guidelines also would not apply to after-school concessions at school games or theater events, goodies brought from home for classroom celebrations, or anything students bring for their own personal consumption.

The new rules are the latest in a long list of changes designed to make foods served in schools more healthful and accessible. Nutritional guidelines for the subsidized lunches were revised last year and put in place last fall. The 2010 child nutrition law also provided more money for schools to serve free and reduced-cost lunches and required more meals to be served to hungry kids.

Iowa Sen. Tom Harkin, a Democrat, has been working for two decades to take junk foods out of schools. He calls the availability of unhealthful foods around campus a "loophole" that undermines the taxpayer money that helps pay for the healthier subsidized lunches.

"USDA's proposed nutrition standards are a critical step in closing that loophole and in ensuring that our schools are places that nurture not just the minds of American children but their bodies as well," Harkin said.

Last year's rules faced criticism from some conservatives, including some Republicans in Congress, who said the government shouldn't be telling kids what to eat. Mindful of that backlash, the Agriculture Department exempted in-school fundraisers from federal regulation and proposed different options for some parts of the rule, including the calorie limits for drinks in high schools, which would be limited to either 60 calories or 75 calories in a 12-ounce portion.

The department also has shown a willingness to work with schools to resolve complaints that some new requirements are hard to meet. Last year, for example, the government relaxed some limits on meats and grains in subsidized lunches after school nutritionists said they weren't working.

Schools, the food industry, interest groups and other critics or supporters of the new proposal will have 60 days to comment and suggest changes. A final rule could be in place as soon as the 2014 school year.

Margo Wootan, a nutrition lobbyist for the Center for Science in the Public Interest, says surveys done by her organization show that most parents want changes in the lunchroom.

"Parents aren't going to have to worry that kids are using their lunch money to buy candy bars and a Gatorade instead of a healthy school lunch," she said.

The food industry has been onboard with many of the changes, and several companies worked with Congress on the child nutrition law two years ago. Major beverage companies have already agreed to take the most caloric sodas out of schools. But those same companies, including Coca-Cola and PepsiCo, also sell many of the non-soda options, like sports drinks, and have lobbied to keep them in vending machines.

A spokeswoman for the American Beverage Association, which represents the soda companies, says they already have greatly reduced the number of calories kids are consuming at school by pulling out the high-calorie sodas.
