Officials debate whether to scrap malaria program

LONDON (AP) ? The future of a pricey malaria program meant to provide cheap drugs for poor patients may be in jeopardy after health officials clashed over its effectiveness in two new reports.

In 2010, the Affordable Medicines Facility for malaria was started by groups including United Nations agencies and the Global Fund to Fight AIDS, Tuberculosis and Malaria. It was a pilot project to subsidize artemesinin combination drugs, the most effective malaria treatment.

The initiative cost more than $460 million, mostly funded by the Global Fund, UNITAID, and the Canadian and British governments. It was tested in eight countries: Cambodia, Ghana, Kenya, Madagascar, Niger, Nigeria, Tanzania and Uganda. Most of the drugs bought were sold in the private sector, where there are few controls on who gets them.

Last week, a report by Oxfam, an international charity, labeled the program a failure and said there was no proof it had saved lives because officials didn't track who received the drugs.

"It's time for this to be scrapped," said Mohga Kamal-Yanni, the paper's author. "If you subsidize drugs and make them cheap, then clearly the supply will increase. But we have no idea whether the drugs are getting to the right people."

According to the World Health Organization, "improving the rational use of (malaria drugs) was not a specific strategic objective" of the program. In a statement, the agency said there was limited information about how many children under five ? those most susceptible to malaria ? received the subsidized drugs.

"No information has been made available on the use of these medicines by the poorest communities," WHO said.

But in another paper published Wednesday in the journal Lancet, experts insisted the program was "an effective mechanism" to lower the price of preferred malaria drugs and make them widely available.

That study didn't include Cambodia and found that everywhere except for Niger and Madagascar, there was a bigger supply of the medicines. Researchers didn't measure whether that lowered the number of malaria cases. The study was paid for by the Global Fund and the Bill & Melinda Gates Foundation.

The Global Fund called the program "a practical approach to fighting disease" and said the malaria drugs were not previously available in many African communities. "The reality of this program is that it is getting life-saving medicine to people who need it most from the private sector outlets where they already seek treatment," the fund said in a statement.

Others suggested the initiative be overhauled.

"We have had caveats about this program since the beginning," said Manica Balasegaram, an executive director at Medecins Sans Frontieres, which is not linked to either report.

He said it was important to use diagnostic tests before giving out malaria medicines, to ensure that people who took them actually had malaria. Giving the drugs to people without the disease could worsen drug resistance and wouldn't cure whatever ailment they did have. "If this program continues, we would like to see serious changes made," Balasegaram said.

Next month, Global Fund officials and others will discuss the program's fate at a previously scheduled meeting.

Since the program's inception, the U.S. President's Malaria Initiative, the world's second-biggest donor to malaria control after the Global Fund, has requested compelling evidence the subsidy program works. Without that, the U.S. group said it is not allowed by law to finance the malaria project. WHO has described the program's future as uncertain.

David Schellenberg, a public health expert at the London School of Hygiene and Tropical Medicine, said it was too early to judge if the program had succeeded. "More people might be inadequately treated if this program is closed," he said. "But this approach will not work everywhere."

NCAA poised to approve new enforcement policies

INDIANAPOLIS (AP) ? Rule-breakers are about to find out just how tough the NCAA is going to be.

After debating changes for more than a year, the board of directors is poised to vote Tuesday on an enforcement proposal that would streamline the infractions process, impose harsher sanctions on the worst violators, expand the current two-tiered penalty structure to four and create a more standard set of penalty guidelines.

The details were first released in August when the board endorsed a proposal that has remained essentially unchanged.

"It's something the membership put forward and, ultimately, I think it will be better," Chris Strobel, the NCAA's director of enforcement, told The Associated Press on Monday. "It's allowing the enforcement staff to use its resources on the most severe cases, and it will include stronger and more consistent penalties, so I think it's moving in the right direction."

Strobel would not predict whether the sweeping changes would be approved, though it appears to be a foregone conclusion given the board's previous stance.

NCAA President Mark Emmert also has championed the moves following the series of scandals that rocked college sports in 2011.

At a presidential retreat in August 2011, Emmert asked university officials to take bold action in an effort to end the risk-reward analyses he believes are being used within some programs to determine whether they should abide by the rules.

"I'm extremely pleased with the speed with which we've been able to make progress," Emmert told the AP before the meeting.

If the proposal passes, schools and coaches would not only have to contend with infractions hearings, they could also faces additional charges of aggravating and mitigating circumstances.

Violators found in a "serious breach of conduct" with aggravating circumstances could face postseason bans of two to four years and fines of millions of dollars from specific events or gross revenue generated by the sport during the years in which rules were broken.

That's exactly what happened to Penn State in the wake of the Jerry Sandusky scandal. The NCAA banned the Nittany Lions' football program from postseason play until after the 2016 season and levied a $60 million fine on the school.

Head coaches also will be held more accountable for their staffs. Unless a head coach can prove he or she was unaware of what took place, the most egregious violations could lead to suspensions from 10 percent of the season to a full season.

And what if the new policies don't the stem the tide of rule-breaking? The NCAA could take additional steps.

"We'll continue to evaluate it and if we recognize something is not working in the right area, that's a step we will rectify," Strobel said.

The measure also calls for more standard penalty guidelines. Schools and college fans have long been baffled by NCAA punishments and have called for more consistent standards.

And the sanctions could come sooner than the typical one-year time line.

Under the new proposal, the infractions committee would expand from 10 to up to 24 members who will serve in rotation. The hope is that more panels would break the backlog of cases that has traditionally bogged down the process.

The new guidelines would take effect immediately, though the hearing structure would not change until Aug. 1, 2013.

But schools currently under investigation, such as Miami, could still face the new sanctions ? if the case is not resolved before next August.

"The committee on infractions could proceed under the new standards or could apply the penalties under the old standards, based on whatever is more beneficial to the institution," Strobel said.

Emmert has backed every legislative piece of the reform movement.

Last fall, the governing body passed a measure calling for tougher eligibility requirements on incoming freshmen and junior college transfers; another that tied academic performance to postseason eligibility; a third that give schools flexibility to offer multiyear scholarships or stick with the standard one-year scholarships and it stood up to an override motion; and a fourth that allowed student-athletes to collect stipends of up to $2,000, which was stopped by an override movement.

Emmert wants to bring back the miscellaneous expense allowance, or stipend, though it's unlikely to happen before the board's January meeting.

"The differences being explored right now are whether or not to include a need-based component in it so that students have to have demonstrated financial need before they might get the miscellaneous expense allowance," he said. "There's not a final proposal at this time. I'm sure it'll be hotly debated. It's an issue that provokes a lot of passion on either side of it."

Another committee is trying to shrink the NCAA's massive rule book, but no formal proposal is anticipated before January.

Abstract
The World Health Organization estimates that urban air pollution is one of the top 15 causes of death globally (one of the top 10 causes in high-income countries), responsible for ~ 1.7% of deaths annual (high-income countries, 2.1%).?How can we reduce those health effects? This presentation will discuss three investigations into that question. (1) Urban form describes the physical layout of an urban area ? for example, city shape, population density, and ?patchiness? of urban growth. We have found that air pollution is related to urban form, for cities in the US and internationally, raising the question of whether urban planning can help cities meet air quality goals. (2) In low-income countries, indoor air can be especially polluted, owing to combustion of solid fuels for heating and cooking. In a rural village in Karnataka, India, we conducted a randomized control trial of a higher-efficiency stove, to test whether the stove improves indoor air pollution, health effects, and climate-relevant emissions. (3) Prior research emphasizes the health benefits of active travel (walking, biking). Can urban planning increase active travel without worsening exposure to air pollution? We explore spatial patterns in risks from those two factors (physical inactivity; and exposure to air pollution). A constant theme through these topics is environmental justice: which groups have higher exposures to air pollution, and how exposure correlates with demographic attributes such as race and income.

Homeownership is the cornerstone of the American Dream, with housing typically accounting for the largest percentage of individual wealth in the United States. Housing investment is also crucial for the US economy because it influences the pace of general economic growth and provides an important fiscal and monetary policy connection between governments and households. In line with falling revenue, as new construction projects slowed, so did the need for new employees. Because the majority of employees are hired on a contract or per-project basis, employment dropped an estimated 12.2% per year on average to 709,553 workers as demand fell.

In 2012, industry revenue is expected to increase 11.1% as industry activity picks back up. This trend is forecast to continue over the five years to 2017; however, revenue will not push above the 2005 peak due to the severity of the real estate market collapse. During the five-year period, improvements in the general economy will support industry growth, following the cyclical pattern of boom-and-bust that is traditional of economic cycles. Additionally, the industry will benefit from improvements in housing demand, lending activity and real estate values. The International Council for Science (ICSU), as representative of the global scientific community, expresses its strong concern regarding the case of the six scientists who have been found guilty of manslaughter and sentenced to six year prison terms because of their role in providing scientific advice prior to the earthquake in L'Aquila, Italy, in 2009.

While ICSU is not privy to all the information that was available to the prosecutors, it appears that these scientists are being penalised essentially for using their experience and knowledge to provide evidence for decision-making. In the field of natural hazard risk, such scientific evidence has its limitations. The timing and strength of earthquakes cannot be accurately predicted. Nevertheless, science can, and does, make important contributions to hazard response strategies. In the case of L'Aquila, six scientists accepted their responsibility to society to try and support decision-making in a situation of inherent uncertainty. That these scientists should be condemned to prison for so doing is a gross injustice.

The L'Aquila earthquake was a tragic event in which more than 300 people died and ICSU endorses the need to determine whether these lives might have been saved if the public authorities had reacted differently before the event. The role of scientific advice in the decision-making processes prior to the earthquake is a legitimate area of enquiry. We all need to learn the lessons from the past to be better prepared for the future. In the meantime, blaming scientists and scientific advice for the deaths that occurred in L'Aquila is a grave error that will, unfortunately, make many scientists reluctant to accept public advisory roles.

We call on the responsible authorities to take urgent and decisive steps to correct this error and ensure due justice for Franco Barberi, Enzo Boschi, Giuli Selvaggi, Gian Michele Calvi, Mauro Dolce and Claudio Eva.

Algae As Car Fuel: Possible, But Not Sustainable?

Growing algae as a source of fuel could consume vast amounts of water and fertilizer, according to a study by the National Academy of Sciences. There's also a risk that the energy required to produce these fuels would make them impractical. These daunting technical problems need to be overcome if the nation wants to turn to algae fuels as a substitute for gasoline.

Let's take a look at alternative energy now. There's growing interest and investment in the process of extracting oil from algae and turning it into fuel for vehicles and airplanes. It requires a lot of water, nutrients and land. And a new report from the National Research Council says that will make it challenging to turn algae into a sustainable source of energy.

NPR's Richard Harris reports.

RICHARD HARRIS, BYLINE: The U.S. Department of Energy has been funding research on algae-based fuels on and off since the late 1970s. And a budding industry is now starting to grow large quantities of algae in sunny, open ponds to make biofuel. So the DOE recently turned to the National Academy of Sciences Research Council to ask whether algae could be a sustainable energy source if it goes big-time.

Jennie Hunter-Cevera chaired the committee that took on that task. She says simply defining sustainable in this context is a challenge.

JENNIE HUNTER-CEVERA: You can look at the amount of energy going into it. You can look at the water needed, the nutrients - CO2, phosphorous, nitrate - as well as other things that could impact the environment.

MARK JONES: And what we came back and said was, yes, there are challenges.

HARRIS: Mark Jones from Dow Chemical served on the panel.

JONES: We are not currently line of sight to a solution with algal biofuels. But there is nothing that is insurmountable in the challenges that exist.

HARRIS: Jones says, for example, the committee asked how much energy it takes to make these fuels. Obviously you don't want to consume more energy than you're going to get back in the form of fuel.

JONES: You have a fair bit of energy that is required to actually just cultivate the algae to keep them suspended and moving in the water. You have a fair bit of energy in removing the algae from the water itself in that collection. And then you have the processing energy of breaking the algae open to get the oils out.

HARRIS: And it takes a bit more energy to turn the oils into fuel. And then there's land. An acre of algae ponds would produce enough fuel to supply maybe 10 cars.

JONES: When you map that out and start talking about making a refinery's worth of fuel, you have huge tracks of land that would be devoted to algae. This is not something that everybody is going to grow algae in their backyard and be able to fill their fuel needs.

HARRIS: A big challenge.

Tim Zenk, at Sapphire Energy in San Diego, says his algae energy company, and in fact the whole industry has been thinking hard about ways to avoid these pitfalls. His company is building a big facility out in New Mexico, using groundwater that's too salty for agriculture.

TIM ZENK: The land that we are using by design is land that has been out of agricultural production for 40 years because of salt water groundwater intrusion. So for the last 40 years the farmer that owned the land hasn't had the ability to actually farm those acres.

HARRIS: And his company thinks carefully about how much energy it uses. But these are early days, with companies like Sapphire Energy finding ideal settings, like this abandoned farmland in New Mexico. The real challenges would come if the industry multiplied a thousand-fold to produce a significant share of our liquid fuels. Zenk says that's decades down the road.

ZENK: We can only hope to be such a successful company that we are - produce a billion gallons into the renewable fuel pool.

HARRIS: The academy committee's chair, Jennie Hunter-Cevera, says the challenges are big but not overwhelming.

HUNTER-CEVERA: If you look where they started to where they are today, it's pretty impressive in what they have achieved. I think this industry has a lot of potential.

HARRIS: But Hunter-Cevera says this is a good time to pause and ask a question that isn't asked often enough, and that is: Will this new industry actually live up to its promise of making the world a better place as it displaces fossil fuels?

LONDON (AP) ? Disgraced BBC entertainer Jimmy Savile was investigated in the 1980s over an allegation of indecent assault, police said Thursday as they announced that 300 potential victims had come forward so far with abuse accusations against the late TV host.

The twin announcements showed how a sex abuse scandal that is engulfing one of Britain's most venerable news organizations was showing no signs of abating.

Officers have interviewed 130 of the 300 potential victims so far and even more are expected to contact authorities, Commander Peter Spindler, leader of the Scotland Yard inquiry, said Thursday.

The well-known children's television and radio presenter is accused of using his fame to coerce vulnerable teens into having sex with him in his car, in his camper van, and even in dressing rooms on BBC premises.

The police commander acknowledged he had been stunned by the volume of abuse allegations reported to his team of 30 officers in the three weeks since details about Savile's activities first came to public attention.

"It is quite staggering, the number of women ... and this is primarily women, we have only got two men in the system so far," Spindler said.

Spindler said Savile, who died last October at age 84, was "undoubtedly" one of the worst sex offenders in recent British history.

Since the allegations aired on British television this month, London police have received three times the usual number of calls about allegations of past sexual abuse. The NSPCC, a leading British children's charity, said it had received 60 percent more calls about abuse cases.

"I have no doubt that we are in a watershed moment for child abuse investigations," Spindler said.

Previously feted for his charity work at hospitals and homes for children, Savile is alleged to have deliberately supported such causes to target troubled youths whose credibility would be questioned if they reported the alleged sexual abuse.

Spindler said although the majority of cases related to Savile alone, some involved the former television presenter and other unidentified suspects acting together. In addition, some potential victims who had reported abuse by Savile also told police about separate allegations against the unidentified men that did not involve the BBC entertainer.

He confirmed that police could seek to prosecute any suspects who are still living but said no one has been arrested or questioned so far.

Spindler also disclosed for the first time that a retired London police officer had contacted Scotland Yard to confirm that he investigated Savile in the 1980s after a young woman alleged he indecently assaulted her inside his trailer while it was parked on BBC premises. The ex-officer explained there hadn't been sufficient evidence to prosecute Savile at the time, Spindler said.

Police have also discovered that a woman contacted Scotland Yard in 2003 to allege Savile had touched her inappropriately in the 1970s but did not seek to press charges. Surrey Police also have acknowledged they questioned Savile in 2007 over an allegation tied to the Duncroft school but prosecutors declined to bring charges.

The Savile scandal has rocked the BBC and prompted disbelief that the presenter's crimes could have gone unnoticed or unreported by colleagues or managers.

Executives are facing sharp questions about what they knew and an internal inquiry is reviewing why a posthumous BBC investigation about Savile's sex crimes was shelved. The report was scrapped weeks before the broadcaster aired a series of tribute shows.

Mark Thompson, BBC director-general from 2004 until last month who is now the incoming CEO of the New York Times, is among those facing questions from U.K. lawmakers. Thompson has insisted that he never met Savile, was unaware of rumors about his behavior and had little knowledge of the cancelled expose.

In a letter to The New York Times staff Thursday, chairman and publisher Arthur Sulzberger said Thompson had thoroughly explained his handling of the issue.

"Mark has provided a detailed account of that matter, and I am satisfied that he played no role in the cancellation of the segment," Sulzberger wrote.

"Our opinion was then and remains now that he possesses high ethical standards and is the ideal person to lead our company," the letter said.

Savile was the original presenter of the music countdown program "Top of the Pops," which ran on BBC television from 1964 to 2006, featuring performances by everyone from The Rolling Stones to the Sex Pistols. For almost 20 years from 1975, Savile also made children's dreams come true on "Jim'll Fix It," a TV show.

Savile championed a host of good causes, frequently running marathons to raise money. He helped to collect millions for the creation of a national spinal injuries center at Stoke Mandeville Hospital in southern England and bequeathed money for a heart unit at Leeds infirmary named the Savile Institute.

He was knighted by Queen Elizabeth II for services to charity and entertainment and received a papal knighthood from the Vatican.

Prince Charles was among those who paid tribute when Savile died last year.

Galvin Center for Electricity Innovation will host World Bank Senior Energy Specialist Marcelino Madrigal, who will present ?Transmission Planning and Renewable Energy: Global Experience and Emerging Practices from the Developing and Developed World,? at 11:30 am on Friday, October 26 at the Galvin Center on the 16th floor of IIT Tower.

In their efforts to move toward a lower-carbon power sector, developed and developing countries are facing the need to considerably expand their transmission networks to serve the needs of renewable energy. The most cost effective renewable energy resources needed to decarbonize the electricity supply are usually located far from the existing transmission networks and consumption centers. Thus, transmission networks need be expanded and upgraded in order to reliably and cost-effectively connect and transport renewable energy supplies. Policy makers need be aware that renewable energy scale-up goes hand in hand with the expansion of transmission networks and that proper planning and regulatory actions are therefore necessary. The presentation will describe emerging approaches being undertaken by transmission utilities and regulators to cope with the challenge of expanding transmission for renewable energy scale-up. The challenge becomes surmountable if the conducive planning and regulatory approaches are implemented. Proactively planning and regulating transmission networks have been identified as key to ensure that transmission networks are expanded efficiently and effectively. New planning tools (methods) with certain features are greatly contributing to the overall effort to scale-up renewable interconnection. Linking planning with clear and stable cost recovery regulations is crucial. Based on the evolving experience and on established theory and practice, the report also proposes some principles to develop country-specific approaches to planning and regulation of transmission networks. The presentation will make an overview of some our work in various countries in different parts of the globe.

Marcelino Madrigal is a senior energy specialist at the World Bank?s Energy Anchor Unit.? He specialized in the technical and economic operations and planning of power systems and markets and associated regulatory aspects.? Prior to joining the Bank, he worked for four years the Inter-American Development Bank in the areas of electricity transmission, distribution, and regional energy (electricity and gas) integration and market design projects. Before that, he was with the Energy Regulatory Commission in Mexico as deputy general manager for research and regulatory development, and at the Energy Ministry as chief of staff for Electricity were he led different activities regarding electricity tariff regulation, renewable energy regulation, investment decision making, and electricity reform. He has extensively published in topics related to operations and planning of power systems and markets, and has delivered training in related fields to a number of electric utilities, regulators, and system operations in different countries. He was assistant professor at Morelia Institute of Technology national excellence research center in electrical engineering in Morelia, Mexico. He holds a B.Sc, M.Sc., and Ph.D degrees in electrical engineering all with emphasis in the technical and economic operations, planning, and design of power systems and markets. He has received several awards, among them, the Outstanding Young Power Engineering Award by the IEEE Power and Energy Society in 2006.

Limitations to the 'revolutionary' findings of online studies

'Direct to consumer' research, using data obtained through increasingly popular online communities such as 23andMe, PatientsLikeMe and the Personal Genome Project, has methodological limitations that are known to epidemiological studies, including selection bias, information bias, and confounding. These limitations mean that the results and conclusions of research using these methods need to be interpreted with caution, according to a paper published in the journal PLoS Medicine.

Cecile Janssens, PhD, formerly of the Erasmus University Medical Center in The Netherlands and currently research professor of epidemiology in the Rollins School of Public Health, Emory University, and Peter Kraft, PhD, from the Harvard School of Public Health, argue that the findings of 'direct to consumer' research should be communicated in a way that is understandable, accurate, complete and not misleading. Researchers do often address methodological limitations in their scientific publications, but not on their websites, say the authors.

Studies relying on collections of self-reported data by self-selected participants raise critical questions that require further ethical analysis and public debate ? for example, regarding the provision of adequate consent, the safeguarding of public trust, disclosure of commercial development of research results, and the sale of participants' data to third parties.

"We worry that overstating the conclusions that can be drawn from these resources may impinge on individual autonomy and informed consent," the authors say. "Only a responsible approach with realistic expectations about what can be done with and concluded from the data will benefit science in the long run."

The authors argue that clarity regarding the benefits of research using solicited personal data is particularly important when the data collected are also used for other purposes, such as selling participants' information to pharmaceutical and insurance companies.

"The potential for sharing participants' data with third parties as well as the commercial uses of research findings should be disclosed more explicitly to participants prior to consent," they conclude.

I've used nmap extensively and while I've found it's in general pretty good at discovering the OS on server and desktop/laptop hardware it's pretty poor at detecting embedded and handheld kernels.

This is because quite frequently these systems are not listening on any ports, and it's the responses to TCP handshake process that gives the most OS detection information.

Without an open port all nmap has to work on is the response to closed ports and ICMP echo replies.

Questions.

I would like to suggest a power of Enhanced(Eidetic) Memory coupled with Adoptive Muscle Memory. Adoptive Muscle Memory is simply stated as you see it done, you can copy it. There are other names, but look it up. I imagine my character being quite lazy just watching movies all day. At least that would be until people found out he had been watching martial arts demostrations, and basketball games. Eidetic Memory could be a side effect. It is basically having a perfect memory(able to recall anything you have experienced perfectly) I could basically flip through books and recall everything my eyes had seen even though I didn't actually read it.

I want the character to be more of support for others because the power is quite versatile. What do you think? Is it awesome enough?

The app, which will be available for both iPhone and Android,?is called Worldsecond. It's funded by Montblanc, makers of fine watches and pens.?The system is pretty straightforward: You download the app and you wait for the countdown. When it reaches zero, the virtual?shutter clicks and?your image is uploaded to the Worldsecond site, where you'll be able to browse through other pictures taken at that exact moment.

The?idea isn't entirely new; there have been apps and services that let you trade photos with people snapping one at the same time but elsewhere. But carrying it out on this scale certainly hasn't been done before.

Though everyone who gets the app?will no doubt gather, like a virtual Hands Across America, for that first Kodak?moment, there will in fact be others. The Worldsecond?website says that a total of 60 photo opps?will happen before the end of the year, and there are even prizes: one for the best single image, and one for the most creative gallery of images.

Britain nixes extradition of NASA hacker Gary McKinnon to US

Gary McKinnon, a British citizen, is accused of breaking into nearly 100 US military and NASA computers, looking for photos of UFOs.

The British government today announced that Gary McKinnon, a British hacker diagnosed with Asperger's syndrome, will not be extradited to the US. But while the decision is nominally about his human rights, it may also be a byproduct of a long-standing debate over the US-UK extradition treaty, which British critics say is weighted too much in favor of US interests.

British Home Secretary Theresa May today told the House of Commons that she had withdrawn the extradition order against Mr. McKinnon after determining that extraditing him would violate his human rights, BBC News reports.

Mr McKinnon is accused of serious crimes. But there is also no doubt that he is seriously ill. He has Asperger's syndrome, and suffers from depressive illness. The legal question before me is now whether the extent of that illness is sufficient to preclude extradition.

After careful consideration of all of the relevant material, I have concluded that Mr McKinnon's extradition would give rise to such a high risk of him ending his life that a decision to extradite would be incompatible with Mr McKinnon's human rights.

Ms. May said that it would now be up to the director of public prosecutions to determine whether McKinnon would face charges in Britain.

McKinnon is accused of breaking into nearly 100 NASA and US military computers between 2001 and 2002, causing hundreds of thousands of dollars in damage, and is charged in Virginia and New Jersey on eight counts of computer fraud. Lawyers for McKinnon, who has been diagnosed with Asperger's Syndrome and clinical depression, said that he was merely looking for evidence of UFOs and did not have any criminal intent. The Daily Telegraph reported in 2009 that McKinnon's supporters say he is being made a scapegoat for US failures to secure its computers, which McKinnon has called "ridiculously easy" to hack.

US lawyer David Rivkin, an adviser to the Reagan and Bush administrations, told the BBC that the decision to deny extradition for McKinnon?on health grounds was "laughable" and that "under that logic, anybody who claims some kind of physical or mental problem can commit crimes with impunity and get away with it." British solicitor Edward Fitzgerald told The Guardian that he felt McKinnon's case turned on his alleged high suicide risk.

While May said in her statement that the "sole issue" before her was McKinnon's human rights, her decision not to extradite McKinnon comes amid public debate in Britain over the country's extradition responsibilities, particularly those in its treaty with the US.

Critics say that the US-UK treaty, enacted in 2003, is favors of US interests over British ones. The Guardian's Owen Bowcott points out that between Jan. 2004 and Oct. 2012, 92 people have been extradited from Britain to the US, while only 43 have made the opposite trip. He also notes, however, that between Jan. 2004 and Dec. 2011, the UK made 57 requests for extradition and 40 extraditions took place, while the US made 134 requests during that same period, and only 75 extraditions occurred.

In announcing her decision on McKinnon, May called the US-UK treaty "broadly sound," reports The Guardian.? But May added that she would introduce a new "forum bar" to the extradition process, which would allow a court to deny extradition if it deemed a British trial more fair to the accused than a trial overseas, reports The Guardian. May also said that she planned to end the home secretary's ability to deny extradition on human rights grounds ? the very grounds she used to bar McKinnon's extradition ? arguing that such discretion would be better placed in the courts than in the government's hands.?

May's proposed reforms to the US extradition process are just part of a broader overhaul by the British government to its approach to international justice. The Washington Post reports that May also announced that Britain would be?opting out of more than 100 criminal justice measures?with the EU and reinstating selected measures. The Post writes that the move "appeared aimed at satisfying Conservative lawmakers who have grown increasingly skeptical of the E.U.?s reach in British affairs."
